Title IX Statement
Title IX is a federal civil rights law that prohibits discrimination on the basis of sex, including sexual harassment, rape, and sexual assault. United Tribes Technical College is committed to upholding the law and standards that promote respect and human dignity in a safe environment. Sexual misconduct and relationship violence in any form violates UTTC’s mission, cultural values, Student Code of Conduct, and may also violate federal and state law. Faculty members are considered “mandatory reporters” and are required to report incidents of sexual misconduct and relationship violence to the Title IX office on campus. If you or someone you know has been impacted by sexual assault, dating, and domestic violence, stalking or sexual exploitation, you can find the appropriate resources on the UTTC campus and in the community. Sexual Misconduct, Prevention, & Reporting
UTTC is dedicated to maintaining a positive learning, working, and living environment. UTTC will not tolerate acts of sexual misconduct or related retaliation against or by any employee or student. UTTC is committed to: (1) taking action to prevent sexual misconduct; (2) providing awareness by educating individuals on abuse and violence; (2) conducting unbiased investigations of all reports of sexual misconduct through fair, equitable and prompt procedures. Investigations will be independent of and separate from law enforcement investigations, but may be coordinated with local law enforcement investigations should the need arise.
This policy is required by federal law and the implementation of this policy is guided by the U.S. Department of Education, Office of Civil Rights.
- Sexual misconduct is prohibited in all forms, regardless of intent to harm. Sexual assault, sexual exploitation, coercion, and sexual harassment are examples of sexual misconduct, and all are prohibited.
- Also prohibited under Title IX is any rule violated on the basis of the recipient of the behavior’s sex/gender which is severe enough to cause a discriminatory effect. (Examples of this may include but are not limited to bullying, cyberbullying, relationship violence and stalking.)
We encourage all community members to seek support for and report sexual misconduct directly to the UTTC Safety and Security department, Domestic Violence Advocate or the Title IX Coordinator. These individuals will assist in eliminating the misconduct, preventing its recurrence and addressing the effects.
Francine McDonald is the Title IX Coordinator at UTTC. Her job is to oversee UTTC’s compliance with Title IX.

Training Materials for Title IX Personnel
Title IX requires that all individuals involved in the grievance process, including, but not necessarily limited to, the Title IX Coordinator, Deputy Title IX Officers, investigators, decision-makers (vice presidents and directors), and any person who facilitates an informal resolution process, receive training on the following areas:
- The definition of sexual harassment.
- The scope of the education program or activity.
- How to conduct an investigation and grievance process, including hearings, appeals, and informal resolution processes.
- How to serve impartially, including by avoiding prejudgment of the facts at issue, conflicts of interest, and bias.
