Summary of Duties:

  • Administers all aspects of the Workforce Innovation and Opportunity Act (WIOA) grant at UTTC, including participant intake and eligibility, case management, fiscal tracking, and compliance with DINAP regulations.
  • Maintains and updates the DINAP GPMS (Grantee Performance Management System) database, ensuring timely and accurate reporting of participant and performance data.
  • Prepares and submits WIOA quarterly performance reports and other required documentation in accordance with grant timelines.
  • Plans, facilitates, and evaluates monthly financial literacy workshops for WIOA participants and UTTC students, covering budgeting, credit, and financial planning.
  • Updates and maintains WIOA information and resources on the UTTC website for outreach and community engagement.
  • Provides individualized advising to Automotive, Welding, CVO/HEO students and WIOA participants, including course planning, registration support, career readiness, and transition planning.
  • Supports CTE program coordination across departments (e.g., Automotive, Welding, CVO/HEO), including collaborative planning with instructors and regular review of course scheduling, recruitment, retention (early alerts), and other student advising needs.
  • Assists with CTE program marketing, student outreach, and coordination of CTE-related events (e.g., site visits, SkillsUSA, and career fairs).
  • Supports budget oversight for CTE-related expenditures, working closely with faculty and the VP of Academic Affairs to align spending with grant and institutional goals.
  • Participates in institutional data collection, strategic planning, and grant writing related to workforce development, CTE, and WIOA programming.
  • Engages in ongoing professional development to stay current on trends in workforce education, WIOA legislation, and tribal college initiatives.
  • Collaborates with internal staff (e.g., Admissions, Transfer & Career Services, Apprenticeship Coordinator) and external partners (e.g., vendors, training providers) to develop sustainable career pathways for students.

Supervisory Responsibilities: None.

Working Conditions:

  • Professional office environment with frequent interaction with students and
  • Normal hours are 8:00 m. – 5:00 p.m. with one hour for lunch; extended hours may be required during peak periods.
  • Occasional travel may be required.

Physical Demands:

• Regularly be able to remain in a stationary position.
• Operate a computer and other office equipment.
• Occasionally move, transport, or position up to 10 pounds.
• May need to ascend/descend stairs.

Minimum Qualifications:

• A minimum of a baccalaureate degree in a Business, Education or related field from an accredited institution required.
• Minimum of three (3) years of work experience in education, workforce development, or grant administration required.
• ND Driver License and Insurable.
